Objectives

The course deals with importance and need of decentralized planning (District and below) as an important instrument of decentralized governance. It intends to provide a thorough understanding of characteristics of Micro Plan and its advantage over Macro Plan. It also tries to equip the students with skills for formulating need based, realistic and feasible plan at micro level and its integration with macro plan. One of the key objectives of the course is to sensitize the students to involve community and ensure their active participation in whole planning process. The course helps students to understand that how micro level plan enhances functioning of local self governance and ultimately contribute meaningfully in bringing changes in the quality of lives of rural people.

Course Contents

Concept of decentralized / multilevel / multistage planning, approaches to micro plan (Integrated / location specific / comprehensive / perspective / annual); components of micro plan in terms of resource development, infrastructure devt., social infrastructure devt., individual beneficiary plan and institutional building. Planning processes including – planning team, participatory approach, area profile / resource inventory, disparity and trend analysis, potential and opportunity, analysis of on going plan / programme, designing plan objectives, identifying project /schemes, feasibility analysis, resource estimation and mobilization, defining role and responsibility of community, putting plan into practice and follow up.
