Objective
To promote concept of Development Administration and practices in terms of Development programmes, Institutional Mechanism and Cliental Groups. Also to familiarize students about Development planning and various operational problem.

Session – 1 - Origin and concept of DA, its characteristics and
implications
Session – 2 - Indian Bureaucracy / public services – Nature,
model, Development Orientation and problems
Session – 3 & 4 - Notable earlier experiments of Rural Development
(from 1920 – 11940) like Sriniketan of Tagore,
Martandam, Gurgaon, Baroda and Gandhi
experiments.
Also experiments between 1940 – 1952 like Firka
Development Scheme of Madras Province, Etwa
Pilot project, Nilkheri Nuclear Township, Ford .
Foundation’s fifteen pilot project, Cooperative
Movements (Sugar & Milk)
Session – 5, 6 & 7 - development Programmes and approaches in successive plans from 1952 till date (CD, NES, KVIC, IADP, IAAP, HYV, RWP, FWP, DDP, DPAP, IROP, TRYSEM, NREP, RLEGP, DWCRA, ICDS, IAY, PMRY, EAS, JRY, SJRY, Million wells etc.) Covering origin, strategy, coverage and impact. Programme of NDA & UPA Govts.
Session – 8, 9 & 10 - Issues and programmes related to tribal
Development including specific agencies and area
(Approaches, Tribal subplan, ITDA, MADA, Special
agencies)
Session – 11, 12 & 13 - Panchayati Raj Institutions in successive plans
(origin, various phases like ascending, stagnation,
declining, rethinking and renewal.
Session – 14 & 15 - Decentralized planning – origin, concept, role, district and block plan, pre-requisite steps, methodology and institutional framework
Session – 16 & 17 - People participation in Development Administration
