Rural Development Administration

Objectives
–
To familiarize students about Development Administration and its practices in terms of concept, characteristics, development programmes, institutional mechanism and cliental groups. Also to make them aware about decentralized governance and planning with reference to local self governance. The course also helps students to understand on Rights based framework for development, existing rights based policies / legislation and active participation of Rights holders in demanding and availing entitlements / rights.
Contents
–
Concept and characteristics of Development Administration; Indian bureaucracy – development orientation and problems; Development approaches and programmes in successive plans (from Independence till date) including backward regions and special agencies; Panchayati Raj Institutions including PESA – structure, functions and problems; Participatory development; Centre-State relationship in planning, allocation of resources and administrative linkages; District and Block Administration (structure and function); Decentralize planning (district / block); Rights based polices and programmes (food, education, employment, gender, minorities, information, health, forest, land) and inclusive development.

Session – 1
- Origin and concept of DA, its characteristics and implications
Session – 2
– Indian Bureaucracy / Public services – Nature, Development, Orientation and problems
Session – 3
- Notable early experiments of Rural Development till 1952 – Like – Sriniketan, Martandam, Baroda, Gandhi, Firka, Etawa, Nilokheri and Cooperatives (Sugar/Milk)
Session – 4, 5 & 6
– Development approaches and Programmes in Successiv plans from 1952 till date- Community Development approach, Intensive Agriculture area Approach, Target group and Target-area Approach, Individual Beneficiary Approach, Minimum needs approach, Integrated development Approach and the related schemes and programmes.
Emphasis would be on – SGSY, NREGS, RTI & Social Audit.
Session - 7 & 8
- Issues and programmes related to tribal development including specific area and special agencies (TSP, ITDP, MADA, Special Projects)
Session - 9 & 10
– Panchayati Raj Institution and PESA – Objective, Process & Issues.
Session - 11 & 12
– Decentralised Planning – Concept, Institutional Arrangement, Methodology & Implication.
Session -13
– People’s participation in Development Administration – Interpretation of participation, Principles and Policies, Obstacles.
Session - 14
– Centre-State relationship in Planning, resource allocation and administration.
Session - 15
– Rights based policies and approaches.
